- Price: Significantly lower per-GPU-hour pricing compared to hyperscalers.
1. EU-compliant AI cloud providers
- Nebius: Operates own data centres in the EU (Finland, more planned) with full GDPR, SOC 2 and ISO 27001 certification. According to a recent article on securitytoday.de, one of the few providers combining GPU cloud, tenant-level isolation and EU data residency in a single stack.
- Google Cloud (EU regions): Offers EU data residency, but the infrastructure belongs to a US company – residual regulatory risk under the CLOUD Act.
- OVHcloud: European provider focused on data sovereignty, but with limited GPU offering for AI workloads.
2. Regulatory framework
- EU AI Act: Requires providers of high-risk AI systems to ensure transparency, auditability and data governance.
- GDPR: Processing personal data requires European data residency or adequate safeguards.
